Biography

Frank Riggs is an arbitrator of construction and energy project disputes, and a retired partner of Troutman Sanders in Atlanta, Georgia.  He is the former head of the Troutman Construction Practice Group, and was a partner at Smith, Currie and Hancock for 25 years prior to joining Troutman Sanders.  For 40 years his practice focused exclusively on construction law matters, with a heavy focus on energy construction projects in the last 15 years of his practice.  He has counseled public and private owners, construction managers, general contractors, design-builders, engineering firms, subcontractors and suppliers in dispute avoidance, and represented construction project participants in complex construction disputes.  His construction law practice was national and international, involving a myriad of project issues and types, including power plants, pipelines, petrochemical plants, biomass projects, sports facilities, industrial plants, water and wastewater treatment plants, airports, hospitals, hotels, office buildings, golf courses, solar facilities, and military installations. During his time as a practicing attorney, he also served frequently as an arbitrator and mediator for complex construction project disputes.  Since retiring from Troutman Sanders at the end of 2018, his ADR practice fully occupies his time.
